Summary of Discussions

The three independent Stormy Lake road associations have had meetings which discussed the possible formation of a lake wide Association. The purpose of this meeting was to update each other and decide what the next steps might be to get an Association established. We didn't make it through all items on the agenda due to time restrictions, however, good progress was made. 
  • The basic objectives of an Association were reviewed using the 
    August 3, 2003 Proposal prepared for the Journey's End Trail annual meeting, which summarized discussions to that date. 

  • The members of both Nestle and Journey's End Trail Road groups, representing 65 cottagers, voted to support the new association and to commit $15 per member towards startup costs.

  • It is clear that there is also strong interest from other parts of Lake. Potential members would need to be contacted on an individual basis. 

  • It was agreed that a new Association would need to be incorporated. Director & Officer liability insurance are mandatory. 

  • Involvement in Road Insurance is not mandatory. 

  • SLA can be structured so that it can assume the management of any of the Roads on the Lake, and purchase Road Insurance through FOCA. Initially Journey's End Trail may be the only participant as the other two road associations have rejected Road Insurance in the past. (Once the coverage is obtained, there would be little or no additional cost to extend coverage to other roads).

  • A  draft Privacy Policy was reviewed and changes suggested to let anyone who wants complete privacy to never have their information disclosed outside the SLA. See amended version.

  • A list of Association Issues and Events was reviewed and those considered 'first year' were allocated Start Up and Annual costs.

  • It was estimated that per member start up cost is estimated to be under $15 and ongoing annual cost is initially estimated at $25.

  • Time did not allow further discussion of details of a Charter and/or Constitution which can be dealt with at the next meeting.

Conclusion
Two Road Associations with a combined membership of 65 have allocated $15 per member to cover start up costs. The resulting $975 should be sufficient to cover incorporating a shell company and to take over ownership of the stormylake.ca domain name. It was decided to proceed on these two items immediately. 

Concurrently a membership drive will be mounted to reach the other 44 Stormy Lake owners, explain the purpose and benefits of the SLA, collect a $15 start up fee and get their committment to contribute the annual fee in April of each year. 

The goal is to have SLA fully funded and operational by May 1, 2004, prior to the 2004 FOCA dues.
